Work in this thematic area focuses on the holistic empowerment of women and youths, involving interventions that specifically target them. Rather than mainstreaming gender across the three thematic areas, it is treated separately, receiving the same attention as the other thematic areas, even though it is integrated into work under the different themes. Interventions in the various thematic areas are designed to provide women and youth with additional support to participate meaningfully in and benefit from those interventions.
